IRC has been working in Pakistan for over 30 years, and manages & delivers large, complex programs to meet needs in health, education, safety, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary:

Under the leadership of Sr. Program Coordinator and close in coordination with Sector Managers, Sr. Community Mobilization Officer will be responsible to implement CMU objectives, supervise CMOs and ensure quality implementation and timely completion of field activities according to work plans and carry out other overall programs related tasks through regular field visits, strengthen community committees, motivation, organization and capacity building activities of community committees in project areas.

Major Responsibilities:

·       Lead Community Mobilization Unit (CMU) and will work in the field as part of the team for BDRP project.

·       Supervise Community Mobilization Officers (CMOs), volunteers for BDRP in quality execution of CMU targets developed in coordination with sectors.

·       Ensure development of CMU team periodic work plans

·       Provide technical leadership and day to day guidance to CMOs in forming and strengthening Community Committees as per IRC standards and project needs (VDMCs, UCRFs,)

·       Monitor CMOs performance in light of set objectives

·       In coordination with sector managers, lead the process of effective participation of community ensuring inclusion of vulnerable and marginalized individuals groups according to IRC policies

·       Ensure delivery of quality trainings for the community committees

·       Establish villages profiles, baseline data collection, community mapping, sites selection and beneficiaries identification for interventions

·       Work with community committees to map and prioritize community needs

·       Establish and promote linkages of community groups with Govt line department

·       Coordinate project planning and implementation with technical support from technical team members and community leaders

·       Conduct regular field visits and work with the CMOs as a team member

·       Write and submit reports as obligated by the Project Manager

·       Liaise with communities on behalf of the project

·       Perform any other tasks assigned by the supervisor

Position Reports to:  Sr. Program Coordinator   

Position directly supervises:  Community Mobilization Officers

Indirect Reporting: none   

Job Requirements:

Education:

Minimum Master’s degree in Social Sciences, Community Development, or related subjects

Work Experience:

·       Minimum 4 years’ experience as community mobilizer or similar position in development projects preferably at least 1 year with INGOs

·       I year experience of supervisory role in community development/mobilization

·       Experience of implementing DRR projects

Demonstrated Skills and Competencies:

·       Good understanding of Gender and vulnerability

·       Good understanding of SPHERE standards 

·       Good analytical, communication, mediation, report writing skills

·       Computer literate with Microsoft Word/ Excel

·       Willingness and ability to travel within project areas

·       Excellent team management skills

Language Skills: 

Fluent in local languages along with good Urdu and English speaking/writing skills

Desirable criteria:  

·       Work with INGOs

·       Experience of working in North Sindh
