II. Summary

Welthungerhilfe (WHH),

Welthungerhilfe (WHH), founded in 1962 under the auspices of the Food and Agricultural Organization (FAO), is one of the first global initiatives aimed at eliminating hunger and today one of the biggest aid agencies in Germany.

WHH has initially established as a support office for Afghanistan during 1997 in Peshawar, Welthungerhilfe initiated its programme in Pakistan in response to the 2005 earthquake to provide support to the effected districts in Khyber Pakhtun Khwa (KP) and Azad Jammu and Kashmir (AJK). WHH wound up its office in March 2010, only to resume its programming in August 2010 in response to the 2010 Mega floods that hit Pakistan. Between March and August 2010, WHH continued its interventions in Pakistan through its Alliance 2015 partners. In 2012, WHH implementation methodology, saw a paradigm shift, from self-implementation to implementing all projects with local partners. Today Welthungerhilfe Pakistan is working with national partners in KPK, Punjab and Sindh as well in cooperation with international partners e.g. Alliance2015.  Welthungerhilfe is largely supported by the German public, but also through institutional donors such as the European Union, the German Foreign Office, Department for International Development (DFID) and others. Welthungerhilfe Pakistan aims to support the most vulnerable and marginalized population of Pakistan affected by natural and man-made disasters by building resilience at household and community level.

Background of the project

WHH implements the BMZ-funded project “ Strengthening the socio-economic resilience of youth through economic empowerment in Sindh, Punjab and KP in Pakistan”. The project aims to reduce socio-economic vulnerabilities of communities, especially youth, by increasing the access of marginalized youth (men, women, transgender and PwD) to skill development via TVET and finally to income generation. The project works with youth to pass skill development coursed, with Training Service Providers and with TVET Authorities to improve application of TVET Standards.

WHH Pakistan is further implementing the EU-funded project “Building Resilience through Improved Delivery, Governance and Empowerment (BRIDGE)” in Sindh and Punjab, aiming towards a more effective civil society, improved public services and economically empowered youth during and post COVID-19 times. This project focusses on CSOs as bridge between Local Authorities, Training service providers and youth to improve service delivery, skill development and income generation.

Overview of the Post

The TVET Coordinator will be in charge for the technically sound implementation of the projects, including technical advice and project management. The Coordinator will further advise WHH’s program in Pakistan technically and support TVET/skill development components of other projects as well as contribute to program development. He/she ensures that projects are implemented effectively and efficiently, donor-compliant, with relevance and are sustainable. He/she applies management techniques along the project cycle, including budget monitoring, reporting and stakeholder coordination. Coordination with external stakeholders is a main feature of this position. The TVET Coordinator supports WHH and Implementing partner to build their capacity and expand their networks in the TVET/skill development sector.  He/she is responsible ensuring compliances and reports to the Program Manager. He/she is expected to conduct assessment, ensure quality, monitor and verify project outputs and outcomes and liase with Implementing partners as well as WHH departments.

Location: Hyderabad, Sindh (with travel to Punjab, KP, Islamabad)

III. OBJECTIVE & RESPONSIBILITIES

Objectives

Coordinate, supervise and support Implementing Partners in smooth implementation of WHH projects in Sindh, Punjab and KP, and build technical capacity of WHH and partners

DUTIES AND RESPONSIBILITIES:

1.    Planning, implementation, monitoring and reporting of the project activities

Prepare annual, quarterly and monthly plans for the effective execution of assigned projects.

Assist the Program Manager, other provincial office staff and local partners to break-down and elaborate the TVET interventions strategies.

Assist Program Manager, other provincial office team and implementing partners in development of detailed implementation plans, help local partners for meeting the activities deadlines and support them to carry out project activities aligned with financial and programmatic standards of WHH.

Manage and mobilize the available resources within the available time limit for maximum results by allocating and distributing them properly across the project activities in line with the project documents.

Support the local partners in designing the ToRs, strategies, mobilization plans, assessments needed for activity implementation and outcome achievement

Support the local partners and provincial MEAL team in designing surveys, assessment, output and outcome monitoring tools related to the project goals.

Establish and lead technical working groups (TWG-TVET) for technical designing of the intervention packages in consultation with partners and relevant line departments and national authorities.

2.    Coordination and Communication

Establish effective coordination with project stakeholders especially NAVTEC, TEVTAs, line departments. as measure to coordinated implementation of project.

Support the local partners in designing the plans for capacity building of relevant department officials, Training Service Providers and CSOs.

Initiate and manage regular coordination learning and knowledge sharing at district and provincial and national level.

Represent WHH in TVET forums across Pakistan.

Ensure close coordination between the project, WHH, partners and other organizations working in the TVET sector, especially GIZ.

Assist the Program Managers and local partners to establish close coordination and cooperation with district line agencies and authorities, and between local project partners, communities, and other stakeholders for the effective delivery of project activities and policy influence at local level.

Communicate relevant information regularly to the Program Managers, project staff, consortium members, partner .

Mobilize partner organizations, stakeholders and target communities to fulfil the objectives of the project.

Assist the Program Managers to follow up on terms and conditions and any agreements signed or agreed with other third parties including communities, local authorities, service providers, or material suppliers, to achieve the project objectives timely and with the desired quality.

Ensure project communication is transparent, accessible and donor compliant. Ensure that the project is known among stakeholders. Support communication and visibility activities as per Communication plan.

Support the Country Team in coordination with WHH’s global TVET initiatives, interact with WHH’ Sector Unit to facilitate learning.

3.    Influencing Policies

Support the local partners and stakeholder to understand, support and apply national/provincial TVET policies and standards. Liaise with policy makers and stakeholders to facilitate policy implementation in communities and among Training Service Providers.

Support partners in sensitizing CSOs and communities about TVET policies, standards, support programmes and respective opportunities[IB1] .

Coordinate closely with TVET authorities to share learnings of gap analysis and improvement in service delivery as per the findings of surveys conducted in the project in target area.

Liaise with different organisations, programmes and projects, and organise actions to influence policy at district and provincial level. Ensure that support programmes are widely known and tapped among project stakeholders.

Ensure that TVET components are aligned with national policies and with the GIZ TVET sector program in Pakistan.

Support the local partners in the development of detailed programme modalities beneficiary selection criteria, beneficiary verification tracking sheets, support to follow core humanitarian standards, WHH code of conduct.

Support program manager and country office CRM lead to ensure complaint response mechanism is properly followed in project areas.

 Support partners in applying gender-sensitive and inclusive policies and implementation methodologies.

4.    Management of Project Activities

Support partners to reach out to target groups for achievement of project objectives and ensure result achievement.

Establish and lead technical working groups-TVET and maintain its regular meetings with partners for trouble shooting in activities planning and design.

Support the local partners in designing implementation Plans, Monitoring Plans, Procurement Plans and Budget.

Support the local partners in coordinated execution of detailed implementation plan as per defined timelines and monthly and quarterly and reporting of project progress.

Work closely with MEAL team to ensure regular and timely monitoring and reporting of food security and nutrition interventions and timely execution of monitoring surveys and share their findings with partners and stakeholders.

Closely monitor the budget forecasting, expenditure planning and budget burn rate as per planned interventions in detailed implementation plan.

Conduct field visits at partners field offices and areas for monitoring of activities and measure its results timely and arrange feedback meetings with partner management.

To support in the development of concept notes on TVET/skill development with partners contextual knowledge and in close coordination with relevant authorities and stakeholders.

Establish synergies with other WHH and partner projects.

5.    Capacity development

Build the capacity of partners and WHH on TVET programming, market-based and inclusive skill development and income generation, TVET standards and policies

Extend and monitor capacity development plans of partners and WHH with regard to project outcomes and partner portfolio.

Ensure WHH and partner TVET/skill development component in assigned projects as well as in the country program are technically sound, effective and adjusted to future requirements

Support WHH in establishing a profile in TVET programming, expand WHH’s network and become a known actor in the TVET/skill development sector

Ensure that existing sector knowledge is applied and known to WHH and partners

  Establish and deepen interaction with GIZ TVET Sector Programme towards organisational capacity development of WHH and partners.

6.    Other responsibilities

 The TVET Coordinator may be assigned with other tasks and responsibilities of projects as per need by Program Manager.

Qualification and Skills/Compentencies required:

 Excellent professional track record with at least 5-7 years of experience in the NGO sector working (preferably with international NGOs or UN agencies) in projects related to TVET, skill development, income generation, preferably for youth in Pakistan.

Excellent knowledge of TVET programming approaches, ideally following the GIZ approach.

Excellent knowledge of national, provincial, district-level TVET policies, standards and requirements.

Have experience in working with youth, Training Service Providers and TVET authorities.

 Have a strong understanding about Gender equality and Inclusion in terms of TVET, skill development, access to services.

 Strong ability for stakeholder liaison and networking, especially with TVET authorities on different administrative levels.

 Have experience of working in partnership approach.

Preferable a Masters’ degree in Social Science, Economics, Business Administration (Entrepreneurship or any other discipline), or any other field with contextual knowledge relevant to this position

Proven experience of the TVET and skill development sector in Pakistan and good understanding of the TVET landscape and job market

Proven experience of participatory approaches and project management

 Strong communication skills with the ability to manage information (report writing and presentations).

Proven advocacy work related to skill development

Problem-solving and organizational skills in day to day and crisis situations flexibility, and able to adjust to changing context and situations.

Ability to compile good quality reports

  Proficiency and experience in the planning, implementation, monitoring and reporting of projects, including multi-stakeholder partnerships and collaborations.

 Sensitive and responsive to gender, ethnicity, disability and other social issues and other core values of WHH.

 Have a participatory and team-centred approach and behaviour to work.

  Proactive in liaising and problem solving

  Excellent computer skills including navigating email, internet and MS WORD and PowerPoint

 Proficient knowledge of Core Humanitarian Standard

Excellent proficiency required in English, Urdu and proficiency in other local languages could be an asset
